Both also need CALs separately. So the choice comes down to VM count and features. A server running one or two VMs, or a single physical workload, is well served by Standard. A host running many VMs, a cluster using S2D, or a platform that needs SDN belongs on Datacenter. Starting on Standard and moving up with DISM later is possible if your needs grow.
What if my Windows Server 2022 Datacenter key won't activate? Is there a refund?
