What does a 16 core Datacenter license actually cover?

Since Windows Server 2016, Microsoft licenses the server by physical cores rather than by processor. The rules for Windows Server 2025 are short. Every physical core in the server must be licensed. Each processor counts as a minimum of 8 cores. Each server counts as a minimum of 16 cores. That's why 16 cores is the number you see everywhere: it's the smallest amount you can license on any server, however small.

So a 16 core license covers a typical single-socket host with a 16-core CPU, a single CPU with fewer cores (you still license 16), or a two-socket server with two 8-core processors. Hyper-threading is ignored. A 16-core CPU showing 32 logical processors in Task Manager still counts as 16.

How do I install and activate the 16 core license?

Decide first between Server Core, which is lean and headless, and Desktop Experience, which has the full Windows interface. You make that choice at setup and can't switch later without reinstalling.

What if my server has more than 16 physical cores?
Then this 16 core license is the base, and you need additional core licenses to cover every core above 16. What's the difference between this and the Windows Server 2025 Standard 16 core license?
Both licenses cover a server with up to 16 physical cores; Datacenter lets you run unlimited Windows Server VMs on it and adds several features Standard doesn't have. With Standard 16 core, fully licensing the host gives you two Windows Server operating system environments, usually two VMs. To run more, you license all 16 cores again for each additional pair of VMs. Datacenter removes that counting entirely. It also adds Storage Spaces Direct for hyperconverged storage, Software-Defined Networking, shielded VMs with the Host Guardian Service, Storage Replica without Standard's single-volume limit, and the ability to activate guest VMs through AVMA. Both editions include Hyper-V, Active Directory, file services, containers and the other core roles, and both use the same core counting and minimums. Both need CALs separately. Choosing between them comes down to VM count and features. If a host will stay at two VMs, Standard is the economical choice. If you're already at four or more, expect growth, or need S2D or SDN, Datacenter tends to be cheaper over the host's life and much simpler to manage. You can also start on Standard and move up to Datacenter later with a DISM edition change, while moving down is not possible without reinstalling. Is there a 32-bit version, and will my CPU run Windows Server 2025?
There's no 32-bit version; Windows Server 2025 is 64-bit only and needs a fairly modern x64 processor. Windows Server hasn't shipped a 32-bit edition since 2008, so the ISO we link to is x64. What catches people out with 2025 is the instruction set list. Besides the classic 64-bit requirements such as NX, DEP, CMPXCHG16b, LAHF/SAHF and PrefetchW, Windows Server 2025 also requires SSE4.2 and POPCNT. Most server CPUs from the last decade support them, but very old hardware may not, and setup will stop with an error saying the processor isn't supported. For Hyper-V you also need hardware virtualization and Second Level Address Translation, which Intel calls EPT and AMD calls RVI, enabled in the BIOS. If you're reusing an older host, check the exact processor model on Intel's or AMD's product pages before ordering. Also check the server vendor's support list, since some older models don't have Windows Server 2025 drivers for their RAID controllers. Many 32-bit Windows applications still run on 2025 thanks to WOW64, but 16-bit programs won't run.
