How to download, install and activate Windows Server 2025 Datacenter 16 Core
Windows Server 2025 media is a free ISO from the Microsoft Evaluation Center. Install Datacenter, then apply your 16-core key to convert the 180-day evaluation into a licensed host in place. Count the physical cores first, because this pack licenses up to 16 of them and a bigger host needs more.

Before you start
Two things decide how smoothly this goes: the core count and the edition you install.
- Physical cores counted. One pack covers up to 16. A host with two 16-core processors needs two.
- Your license key. Twenty-five characters, emailed in minutes and saved in your account.
- Datacenter, not Standard. This key activates Datacenter only, and not the Azure edition.
- Install media ready. An empty 8 GB USB drive, or a hypervisor to attach the ISO to.
- A backup of anything on the disk. A clean install erases the target drive.

Download the Windows Server 2025 ISO
There is no separate Datacenter image. One ISO carries Standard and Datacenter, each available as Server Core, which has no graphical interface, or Desktop Experience, and the edition is chosen during setup.
- Go to the Microsoft Evaluation Center. The button above opens it. No other download source is safe.
- Select the ISO. Leave the VHD and the Azure option alone.
- Fill in the short form. Name, company, email, phone and country, then the download runs.
- Choose the install language. The server keeps the language you choose here.
- Store the ISO with your build notes. One image rebuilds any host you have licensed.
Only Microsoft’s copy of the media goes anywhere near a host that will run your virtual machines.
Install Windows Server 2025 Datacenter
The install itself is quick. The screen that matters is the edition list, because the wrong choice means redoing the build or converting later.
- Write the ISO to a USB drive or mount it. A bootable stick for a physical host, a virtual DVD for a guest.
- Boot from it. Use the one-time boot menu if the host ignores the media.
- Confirm language, time and keyboard. Then choose Install Windows Server.
- Choose Windows Server 2025 Datacenter. Desktop Experience for a desktop, plain Datacenter for Server Core. Standard and the Azure edition will not take this key.
- Accept the terms, choose Custom and pick the disk. Setup copies files and reboots once or twice.
- Set the Administrator password. The host now counts down a 180-day evaluation.
A dedicated Hyper-V host is usually better on Server Core: less memory used, fewer patches, nothing running that does not need to.
Activate the 16-core Datacenter license
Evaluation media converts with DISM. Other media takes the key through slmgr or the Activation page in Settings.
- Open an administrator prompt. Command Prompt or PowerShell, started with Run as administrator.
- Read the current edition. DISM /online /Get-CurrentEdition. An answer ending in Eval means the conversion route.
- List what you can convert to. DISM /online /Get-TargetEditions should show ServerDatacenter.
- Run the conversion with your key. DISM /online /Set-Edition:ServerDatacenter /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula. The host reboots and returns licensed.
- On non-evaluation media, use slmgr instead. slmgr /ipk with your key, then slmgr /ato.
- Confirm. slmgr /xpr for the verdict, slmgr /dlv for the detail.
An evaluation host that is already a domain controller has to be demoted before it can be converted, then promoted again. If the host is offline, install the key and run slui 4, covered in our Confirmation ID guide.
Check that it worked
Run the two commands below and the host will tell you plainly where it stands.
- slmgr /xpr reports the host as permanently activated.
- DISM /online /Get-CurrentEdition answers ServerDatacenter, with no Eval.
- Settings, System, Activation shows Datacenter as activated.
- Guests activate against the host if you are using Automatic Virtual Machine Activation.
Common errors and how to fix them

0xC004F069: the build is still an evaluation edition
An evaluation edition will not take a product key through slmgr, so Windows returns this code. Run DISM /online /Get-CurrentEdition to confirm, and where it answers ServerDatacenterEval use DISM /online /Set-Edition:ServerDatacenter /ProductKey:your-key /AcceptEula from an administrator prompt. That converts the host in place and keeps the roles, guests and data on it exactly where they are. Nothing is broken by the slmgr attempt that failed first, so carry straight on with the conversion.
0xC004F050 or DISM error 1605
The key does not belong to the edition that is installed, or it was entered with a typo. Datacenter keys do not activate Standard, and no key activates the Azure edition, so check the current edition before anything else. Use the exact edition name from Get-TargetEditions, and key the twenty-five characters in by hand, since pasted keys often arrive with a trailing space attached.
The conversion is refused on a domain controller
Active Directory will not let the edition change while the server holds the domain controller role, which is why the command reports that the current edition cannot be upgraded. Demote the server, restart, run DISM Set-Edition with your key, then promote it again. Where it is the only domain controller in the domain, take a backup and do this in a quiet window rather than mid-week.
0xC004C003: blocked key or activation limit reached
Microsoft returns this when the key has been used up or blocked at their end. Wait a few minutes and run slmgr /ato once more, and check the key is not already running on another host. If it stays blocked, email us the code. A key that cannot be activated is replaced under our 180-day money-back guarantee, or refunded if we cannot put it right.
0xC004F074: the host cannot reach an activation service
The host is looking for a KMS server it cannot find, which is common on networks that once had one. Clear the stored name with slmgr /ckms, then run slmgr /ato so it goes to Microsoft. Windows Server 2025 Datacenter 16 Core questions
The questions we answer most often about core licensing.
How many 16-core packs does a Datacenter host need?
Work from physical cores. The rules set a minimum of 16 cores per server and 8 per processor, so a host with fewer than 16 physical cores is licensed as 16 and one pack does it. A single 24-core processor needs 24 cores licensed, and a host with two 16-core processors needs 32, which is two packs. Threads and virtual processors do not enter into it. Tell us the processor model and how many sockets are filled, and we will work out the quantity with you. For a small single-processor host, the single Windows Server 2025 Datacenter license may be all you need.
Where does the Windows Server 2025 Datacenter download come from?
The Microsoft Evaluation Center, at no cost, after a short registration form. There is one ISO for Windows Server 2025 and it carries both Standard and Datacenter, so the edition is a choice you make during setup rather than a separate file. Each edition installs as Server Core, which has no graphical shell, or Desktop Experience. The Azure edition on the same media targets Azure Stack HCI and Azure IaaS and sits outside this license. Mirror sites and torrents are not worth the risk on a virtualization host.
Do the virtual machines on the host need their own keys?
Every Windows Server guest still has to be activated, even though Datacenter gives the host unlimited virtualization rights. The tidy way on a licensed Datacenter host is Automatic Virtual Machine Activation, where the guests activate against the host rather than reaching out to Microsoft one by one. Client Access Licenses are a separate matter again: this license covers the server operating system, while CALs cover the users or devices that connect. Can I move from Standard or an evaluation build to Datacenter?
In most cases yes, and without a reinstall. Run DISM /online /Get-CurrentEdition, then DISM /online /Get-TargetEditions, and if ServerDatacenter appears in the list the Set-Edition command with your key will take the host there. Roles, data and virtual machines stay put through the reboot. A server already promoted to a domain controller is the exception, since Active Directory blocks edition changes.
