How to download, install and activate Windows Server 2025 Standard 16 Core

The Windows Server 2025 ISO is a free download from the Microsoft Evaluation Center. Install Standard, then apply your 16-core key to turn the 180-day evaluation into a licensed server with no reinstall. Count your physical cores first: one pack licenses up to 16 of them.

Before you start

The core count is the part people get wrong, so settle it first.

  • Your core count. Physical cores, not threads. One pack covers up to 16, and a server with two 16-core processors needs two packs.
  • Your license key. Twenty-five characters, emailed within minutes and stored in your account.
  • The right edition. This key activates Standard, not Datacenter and not the Azure edition.
  • A USB drive or a hypervisor. An empty 8 GB drive, or Hyper-V, VMware or Proxmox.
  • A backup. A clean install erases the disk you point it at.

Step 1

Download the Windows Server 2025 ISO

Microsoft gives the media away, and one image serves every edition. It holds Standard and Datacenter, each installing as Server Core, which has no graphical interface, or as Desktop Experience. The Azure edition is on there too, and your Standard key does not activate it.

  1. Open the Microsoft Evaluation Center page. Use the button above, the only download we send customers to.
  2. Choose the ISO. Take the ISO rather than the VHD or the Azure option.
  3. Complete the short registration form. Name, company, email, phone and country, then the download begins.
  4. Select your language. The language you pick is the one the server installs in.
  5. Save the file and keep it. One ISO installs as many servers as your licenses cover.

Download from Microsoft and nowhere else. An image from a file host can carry changes you will never spot.

Step 2

Install Windows Server 2025 Standard

Installation is mostly waiting. Boot from the USB drive or mounted ISO and work through setup, taking care at the edition screen.

  1. Write the ISO to a USB drive or mount it. A USB drive for a physical server, a virtual DVD in Hyper-V, VMware or Proxmox.
  2. Boot the server from that media. Choose the boot device during startup if the server does not pick it up.
  3. Set language, time and keyboard. Then select Install Windows Server.
  4. Choose Windows Server 2025 Standard. Desktop Experience for the full desktop, plain Standard for Server Core. Not Datacenter, which a Standard key will not activate.
  5. Accept the terms, choose Custom and pick the disk. Setup copies files and restarts once or twice.
  6. Set the Administrator password. The server now runs a 180-day evaluation until your key goes in.

Server Core uses less memory and needs fewer restarts, but it is managed from a command line. For a first build, take Desktop Experience.

Step 3

Activate your 16-core Standard license

The route depends on the media. Evaluation media is converted with DISM. Anything else takes the key through slmgr or the Activation page in Settings.

  1. Open an administrator command prompt. Command Prompt or PowerShell, started with Run as administrator.
  2. Check what edition is running. Run DISM /online /Get-CurrentEdition. ServerStandardEval means evaluation media, so the conversion below applies.
  3. List the editions you can move to. Run DISM /online /Get-TargetEditions and check ServerStandard is listed.
  4. Convert the evaluation with your 16-core key. Run DISM /online /Set-Edition:ServerStandard /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula with your own key. The server restarts and returns as licensed Standard.
  5. Or install the key directly on retail media. Where the edition is already ServerStandard, run slmgr /ipk with your key, then slmgr /ato.
  6. Confirm the licensed state. Run slmgr /xpr, or slmgr /dlv for the full detail.

An evaluation server that is already a domain controller cannot be converted. Demote it, convert, then promote it again. With no internet, install the key and run slui 4 for phone activation, covered in our Confirmation ID guide.

Check that it worked

Run slmgr /xpr for the short answer, slmgr /dlv for the detail.

  • slmgr /xpr reports the machine as permanently activated.
  • DISM /online /Get-CurrentEdition now says ServerStandard, without Eval on the end.
  • Settings, System, Activation shows Standard as activated, with no countdown.
  • No evaluation warnings at sign-in.

Common errors and how to fix them

The ones our customers hit most, with the fix that works.

0xC004F069: the server is still an evaluation edition

Windows is reporting an evaluation build, and evaluation editions do not take a key through slmgr at all. They have to be converted. Confirm with DISM /online /Get-CurrentEdition that it says ServerStandardEval, then run DISM /online /Set-Edition:ServerStandard /ProductKey:your-key /AcceptEula from an administrator prompt. The server restarts and returns as full Standard with everything in place. If slmgr /ipk already refused the key, no harm was done.

0xC004F050 or DISM error 1605, the key was not validated

This usually means the key does not match the edition that is running, or a character was mistyped. A Standard key will not activate Datacenter or the Azure edition, so check with DISM /online /Get-CurrentEdition first. Type the edition name exactly as Get-TargetEditions prints it, and enter the key by hand rather than pasting, since a pasted key often carries a trailing space.

“The current edition cannot be upgraded to the selected edition”

In most cases the server has already been promoted to a domain controller, and Active Directory blocks an edition change while it holds that role. Demote it to a member server, restart, run the DISM Set-Edition command with your key, then promote it again. If this is your only domain controller, take a backup first. The same message appears when the edition name is not one Get-TargetEditions lists.

0xC004C003: the key is reported as blocked or already in use

Microsoft returns this when a key has reached its activation limit or has been blocked at their end. Wait a few minutes, run slmgr /ato once more, and check the same key is not already live on another server. If it keeps coming back, contact us. 0xC004F074: the server cannot reach an activation service

The server is looking for a KMS host it cannot find. Clear the stored host name with slmgr /ckms, then run slmgr /ato so it goes to Microsoft directly. Check a working connection, a correct system clock and no proxy holding back outbound traffic. What people ask us before and after they order.

How many 16-core packs does my server need?

Count the physical cores, not the sockets and not the threads. Licensing has a floor of 16 cores per server and 8 per processor, so a machine with 4, 8 or 12 physical cores is still licensed as 16 and one pack covers it. A server with two 16-core processors has 32 physical cores, so it needs 32 cores licensed, which is two packs. Task Manager gives you the figure on a running server. Where is the official Windows Server 2025 download?

From the Microsoft Evaluation Center. Fill in a short form, choose a language, and the ISO downloads at no cost. That one image contains Standard and Datacenter, and each installs either as Server Core, which has no graphical shell, or as Desktop Experience. An Azure edition sits on the media too, and this key does not activate it. We never point people at mirror sites, because there is no way to tell what has been changed inside an image from a file host.

Do I have to reinstall to activate an evaluation server?

No. If DISM /online /Get-CurrentEdition reports ServerStandardEval, one command converts the machine where it stands: DISM /online /Set-Edition:ServerStandard with your key and /AcceptEula. Roles, data, settings and software stay as they are. The server restarts once or twice and comes back licensed, which takes about ten minutes. The exception is a server already promoted to a domain controller, because Active Directory blocks the edition change. Demote it, convert, then promote it again. What do I get for virtual machines, and are CALs included?

With every physical core licensed, Standard covers two virtualized instances of Windows Server on that host, and each of those virtual machines still has to be activated with its own key. If you need more than two, the Datacenter 16-core license covers unlimited virtual machines on the host instead. Client Access Licenses are a separate purchase: this key licenses the server operating system, while CALs cover the users or devices connecting to it. Windows Server 2025 is supported into 2029 and 2034.
