How to download, install and activate Windows Server 2025 Datacenter

The Windows Server 2025 Datacenter download is a free ISO from the Microsoft Evaluation Center. Install Datacenter from it, then apply your key to convert the 180-day evaluation into a licensed host without touching the roles or virtual machines already on it. Allow 30 to 60 minutes for a fresh build.

Before you start

Datacenter is bought for virtualization, so plan the host before you build it.

  • Your license key. Twenty-five characters, emailed within minutes and kept in your account.
  • The right edition. This key activates Datacenter, not Standard and not the Azure edition.
  • Your physical core count. Licensing counts cores, with a minimum of 16 per server.
  • Boot media or a hypervisor. An empty 8 GB USB drive, or Hyper-V, VMware or Proxmox.
  • A backup. A clean install wipes the disk you choose.

Step 1

Download the Windows Server 2025 ISO

Microsoft hands out the media at no charge, and there is no separate Datacenter download. One image carries both editions, each installing as Server Core, which has no graphical interface, or Desktop Experience, which has the full desktop.

  1. Open the Microsoft Evaluation Center page. The button above goes straight there. It is the only source we recommend.
  2. Pick the ISO. Not the VHD, and not the Azure option.
  3. Fill in the registration form. Name, company, email, phone and country, then the download starts.
  4. Choose a language. The server installs in whichever language you select here.
  5. Keep the file somewhere safe. The same ISO installs every host you license.

Take the media from Microsoft only. A hypervisor host is the last machine on your network you want running an image of unknown origin.

Step 2

Install Windows Server 2025 Datacenter

Setup is straightforward as long as you pick the right edition on the way through.

  1. Put the ISO on a USB drive or attach it. A bootable USB stick for bare metal, a virtual DVD in Hyper-V, VMware or Proxmox.
  2. Boot the host from that media. Press the boot menu key at startup if it does not pick it up on its own.
  3. Confirm language, time and keyboard. Then choose Install Windows Server.
  4. Select Windows Server 2025 Datacenter. Desktop Experience gives you the full desktop, plain Datacenter installs Server Core. Your key will not activate Standard or the Azure edition.
  5. Accept the terms, choose Custom and select the disk. Setup copies files and reboots once or twice.
  6. Set the Administrator password. Until the key goes in, the host runs as a 180-day evaluation.

For a Hyper-V host, Server Core is the leaner choice and takes fewer updates. Manage it with Windows Admin Center or PowerShell remoting from a workstation.

Step 3

Activate Windows Server 2025 Datacenter

Evaluation media is converted with DISM. Non-evaluation media takes the key through slmgr or the Activation page in Settings. The key is the same in both cases.

  1. Open Command Prompt or PowerShell as administrator. Right-click and choose Run as administrator.
  2. Find out what is running. Run DISM /online /Get-CurrentEdition. ServerDatacenterEval means evaluation media and the conversion below.
  3. Check the target list. Run DISM /online /Get-TargetEditions and look for ServerDatacenter.
  4. Convert the evaluation with your key. Run DISM /online /Set-Edition:ServerDatacenter /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula. The host restarts and comes back as licensed Datacenter.
  5. Or enter the key on non-evaluation media. Run slmgr /ipk with your key, then slmgr /ato to activate.
  6. Check the result. Run slmgr /xpr for a one-line answer, slmgr /dlv for the detail.

A host already promoted to a domain controller cannot be converted. Demote it, convert, then promote it again. Where the host has no internet, install the key and run slui 4 for phone activation, covered in our Confirmation ID guide.

Check that it worked

Two commands settle it, and the Activation page agrees with them.

  • slmgr /xpr reports the host as permanently activated.
  • DISM /online /Get-CurrentEdition now says ServerDatacenter, with no Eval on the end.
  • Settings, System, Activation shows Datacenter as activated.
  • No countdown and no evaluation warning at sign-in.

Common errors and how to fix them

The codes our customers send us, and what clears them.

0xC004F069: this is still an evaluation edition

Evaluation builds do not accept a key through slmgr, which is what this code is telling you. Check with DISM /online /Get-CurrentEdition, and if it answers ServerDatacenterEval, run DISM /online /Set-Edition:ServerDatacenter /ProductKey:your-key /AcceptEula from an administrator prompt instead. The host restarts and returns as licensed Datacenter with roles and virtual machines untouched. An slmgr attempt that was already refused does no damage.

0xC004F050, or DISM answers with error 1605

The key and the running edition do not match, or a character went in wrong. A Datacenter key will not activate Standard, and neither will activate the Azure edition, so confirm what is installed with DISM /online /Get-CurrentEdition. Spell the target edition exactly as Get-TargetEditions prints it, and type the key by hand, because a copied key often brings a space with it.

“The current edition cannot be upgraded to the selected edition”

Nearly always a domain controller. Active Directory will not allow an edition change while the server holds that role, so demote it to a member server, restart, run the DISM Set-Edition command with your key, then promote it again. Plan a window and take a backup if it is your only domain controller. The message also appears when the edition name you typed is not in the Get-TargetEditions list.

0xC004C003: the key comes back as blocked or in use

This is Microsoft saying the key has hit its activation limit or has been blocked at their end. Give it a few minutes, run slmgr /ato again, and make sure the same key is not already activated on another host. If the code persists, send it to us. 0xC004F074: no activation service could be reached

The host is trying to find a KMS server that is not there. Run slmgr /ckms to clear the stored host name, then slmgr /ato so it contacts Microsoft directly. Check the connection, the system clock and any proxy in the way. If the host has no internet by design, install the key with slmgr /ipk and use slui 4 for phone activation, which our Confirmation ID guide walks through.

Where is the official Windows Server 2025 Datacenter download?

At the Microsoft Evaluation Center. A short form, a choice of language, and the ISO comes down at no cost. Datacenter is not a separate download: the one image carries Standard and Datacenter, and you choose the edition during setup, as Server Core with no graphical shell or as Desktop Experience. The Azure edition on the media is meant for Azure Stack HCI and Azure IaaS and this key does not cover it. We do not send anyone to mirror sites, because an image from a file host can be anything.

What does Datacenter give me that Standard does not?

Virtualization rights above all. Standard allows two virtualized instances of Windows Server on a licensed host, while Datacenter allows as many as the hardware will carry. Datacenter also carries the features built for clustered and software-defined estates: Storage Spaces Direct, software-defined networking and shielded virtual machines. If the host will run three or more Windows Server virtual machines, or you want those features, Datacenter is the edition. Can I activate an evaluation host without reinstalling?

Yes. Where DISM /online /Get-CurrentEdition reports ServerDatacenterEval, the conversion is one command: DISM /online /Set-Edition:ServerDatacenter with your key and /AcceptEula. Roles, virtual machines, data and configuration all survive. The host reboots once or twice and comes back licensed, which usually takes ten minutes or so. One case does not work: a host already promoted to a domain controller, because Active Directory blocks the change. Demote it, run the conversion, then promote it again on the licensed build.

How is Datacenter licensed, and do the virtual machines need keys?

Licensing counts every physical core in the host, with a floor of 16 cores per server and 8 per processor. This license covers a host on that basis, and a machine with more than 16 physical cores needs extra coverage, which is what the Datacenter 16-core pack is for. Each Windows Server guest still has to be activated, though a Datacenter host can do that for its guests with Automatic Virtual Machine Activation. Client Access Licenses for the connecting users or devices are separate.
