How to download, install and activate Windows 11 Enterprise
Windows 11 Enterprise media is not on Microsoft’s consumer download page. It comes from the link in your OfficeGSM order email, or as an evaluation ISO from Microsoft’s Evaluation Center, and an evaluation install has to be converted before a key is accepted. On a PC already running Windows 11 Pro you need no download at all: enter the key in Settings, System, Activation and the edition changes in about ten minutes.

Before you start
Start by finding out what the PC is running, because that decides the route. Most customers who ask us about this product already have Pro, and their job is a short edition change.
- Have your key and order email open. The download link sits next to the key, and both are in your account.
- Check Settings, System, Activation. Pro changes to Enterprise in place. Home has to go through Pro first.
- Note if this is an evaluation build. Press the Windows key and R, type winver and tell us what it says, so we can send the conversion steps.
- Confirm TPM 2.0 and Secure Boot with the PC Health Check app, and turn them on in the UEFI firmware if they are off.

Get the Windows 11 Enterprise installer
Skip this step if the PC already runs Windows 11 Pro, because the key alone changes the edition. For a bare machine there are two sources, and neither is the consumer download page.
- Open your order email first. The download link sits beside your key, and it is the media we support.
- Or use Microsoft’s Evaluation Center and pick Windows 11 Enterprise. That ISO is a time-limited evaluation, so read the note below first.
- Save the ISO and either right-click it and choose Mount, or write it to an 8 GB USB drive to install on another PC.
- Ask us if neither works. Email contact@officegsm.com with your order number for a fresh link.
An evaluation install will not accept your key until it has been converted to the full Enterprise edition, which is error 0xC004F069. The commands depend on the build, so contact us with a screenshot of winver and we will send the conversion steps for your version.
Install Windows 11 Enterprise on the PC
Installation is the ordinary Windows routine, and the step that catches people is the product key prompt, which you can pass by.
- Start setup. Run setup.exe from the mounted ISO for an upgrade, or boot the PC from the USB drive for a clean install.
- Accept the license terms, and setup checks the hardware. It stops here if TPM 2.0 or Secure Boot is off.
- Skip the key prompt. Choose “I don’t have a product key”, because the key goes in once Windows is running.
- Choose the drive carefully, because a clean install erases the partition you pick, then let setup run through to the desktop.
Expect two or three restarts. If the PC keeps booting into the USB drive, remove it once copying is finished.
Activate Windows 11 Enterprise with your product key
This is also the step that turns a Windows 11 Pro machine into Enterprise, with no reinstall. Keep the PC online and on mains power.
- Open Activation settings. Press the Windows key, type Activation and open the result, or go to Settings, System, Activation.
- Click Change product key, then Change in the panel that opens.
- Paste the key from your order email rather than typing it, and click Next.
- Click Activate and leave the PC alone. Coming from Pro, Windows fetches the Enterprise edition and restarts once.
- Reopen the page and confirm it reads Windows 11 Enterprise with Activation state: Active.
If activation fails with a server error, the key is usually fine and the PC could not reach Microsoft. Press the Windows key and R, type slui 4 and use our phone activation and Confirmation ID guide.
Check that it worked
Go back to Settings, System, Activation and compare the page with the list below. If all four match you are finished, and nothing expires.
- The edition reads Windows 11 Enterprise, with no evaluation wording next to it.
- Activation state says Active, with no countdown and no watermark in the corner.
- winver shows no expiry date. An evaluation build names one, which means the conversion has not been done.
- The enterprise tools are there. AppLocker, BitLocker and group policy all appear.

0xC004F069 – “the Software Licensing Service reported that the product SKU is not found” on an evaluation build
The PC is running an evaluation copy from the Evaluation Center, and an evaluation build will not take a retail key until it has been converted to the full edition. This is a command-line job and the commands depend on the build you installed, so email contact@officegsm.com with a screenshot of winver and we will send the conversion steps for your version. 0xC004F050 – “the product key entered did not work”
Either the key was typed slightly wrong or the edition on the PC cannot take it. Copy the key from your order email instead of typing it, then look at Settings, System, Activation: Pro changes to Enterprise in place, while an N edition, an evaluation build or a Home machine that has not been moved to Pro will refuse. Send us a screenshot of that page with your order number and we will tell you which route fits.
The edition change starts and then rolls back
Windows undoes an edition change when something interrupts it. Close your programs, pause third-party antivirus and install pending updates first, because a PC several versions behind often stalls here. Then run Change product key again with the machine online and on mains power. If it rolls back twice, install from the media in your order email and enter the key afterwards.
0xC004F074 – Windows cannot reach the activation servers
The key is fine and the PC could not talk to Microsoft. Check the date, time and time zone, because a wrong clock breaks the secure connection, then turn off any VPN or proxy and click Activate again. Where is the Windows 11 Enterprise download?

Can I upgrade Windows 11 Pro to Enterprise without reinstalling?
Yes, and it is the quickest way to get there. Open Settings, System, Activation, click Change product key and enter the Enterprise key. Windows swaps the edition in place, keeps your files, programs and settings, and restarts once. Ten minutes covers it on most machines. What does Enterprise add over Windows 11 Pro?
Everything in Pro is there, and Enterprise adds the security and management layer larger organizations ask for: AppLocker, Credential Guard, Windows Defender Application Control, BranchCache and the deployment tools that go with them. Day to day the desktop looks the same as Pro.
